How to delay the "Connection Refused Error" Page by 5 seconds?

Hi!

We are an ISP in India.

        We have this requirement, that when we receive a ECONNREFUSED
        on the socket to the origin server we would like to display
        the error page after "t" currently 5 seconds.

        Which would be the easiest way to do this?
