Hi,

We also had this problem a few months ago, and it took a while to figure
out but eventually we managed to get it to go away entirely by checking
that all forward and reverse DNS entries used by our proxy, matched
up. This was on a Squid 2.1PRE1.

I understand that some (particularly FTP) servers do a forward and reverse
lookup on any hosts connecting to them, and if they don't match, you'll get
the response you outlined below.

I note that there is no A record in the DNS for proxy.acl.edu.au...perhaps
this is part of the problem?
