ERR_CONNECT_FAIL -> TCP_MISS/503 ?

Hi!
        Am I right in saying that ERR_CONNECT_FAIL is now logged as
        TCP_MISS/503 ?
        
        Apart from a Connection Refused error, what errors would cause
        a "503 Service Unavailable" message.

        Would I be right in assume that only connection refused error
        message would constitute the 503 Service Unavailable message.

        Please let me know.
