Not actually a frame, but it _is_ possible to add other (non frames)
code. If you're doing it at the top of a page, then you really have to
make it a javascript: You cannot add it to a page including a frameset
tag, and the script should look for and avoid inserting anything if the
current page is a part of a frame, contains a META-REFRESH, is a part of
a layer, or has a body tag with any options specifiers.

All that out of the way, yes. You _can_ do this. You just have to write
some software. But trust me. You don't _want_ to do this....not unless
that's all you want your customer-support people dealing with for the
next 2 years.
