Either:
a) Don't run an HTTP service on port 82, or get whoever is running it to
read RFC 1340.
b) Actually _read_ squid.conf, particularly the Safe_Ports ACL, and add
82 to the list.

Try _not_ to do (b) if you can avoid doing so.
