 I've also tried what you have, and came up with the same results.

 I've switched back to Squid 1.1.22 and everything works fine.

 I don't know (nor at this point care) what the problem was.

        I have the same problem than you. This happen when I use
compose.php3 on an IMP server (GNU interface to Imap).
        I have no problem with NS either with or without Proxy.
        I have no problem with IE5 and Squid 1.1.20 (but I don't know
the config, it's my provider's Proxy)
        I have no problem with IE5 without proxy

        It doesn't work with IE5 and Squid 2.2Stable4. After a long wait
(I think Timeout wait !) I get an error from IE5, not Squid. Then Squid
has in its log :
        TCP_MISS/503 869 POST http://... - DIRECT/...

        I tried using :
acl buggy_servers dsdomain imp.free.fr
broken_posts allow buggy_servers

        no change...

It may be as simple as a broken CGI script.
Try
acl winntmag dstdomain www.winntmag.com
broken_cgi allow winntmag
If it makes a difference then bug winntmag that their CGI script/server
isn't HTTP compliant (see squid.conf notes).
