Both yes and no on both questions.

The destination domain based ACL controls including dstdom_regex tries
to make a reverse lookup of the IP when an IP based URL is seen. If this
reverse lookup fails "none" is used as the domain name.

url_regex does not reverwe lookup IP addresses.
