Cache Size Keeps Growing

I've set up the cache size of our Squid 2.2 to 1.3G in the squid.conf
but it seems not working as the size keeps growing beyond the limit
until the whole volume is used up.

Pls help to solve our problem as I only resort to clear up all the cache
and rebuild the hierarchy when the cache grows to 98% of our cache
volume.
