Cache swap ?

Hi,
        I am tweaking with the LRU replacement in squid (2.2stable5)

cache_swap_low 92
cache_swap_high 96

Thats the current numbers i have in there, for some reason the disk % on
all3 drives is above the high mark, shouldnt squid then realise this and
purge cache entries down to 92% ? This did work once, and it hasnt worked
since.
