Perhaps the FTP server does not support querying for the modification
time.

Have you enabled the recommended refresh_pattern settings for FTP
caching? Without them FTP listings or FTP objects from servers not
supporting MDTM will not be cached. See you squid.conf. (probably
/etc/squid/squid.conf as the version number you indicated looks like an
RPM version number or something.. there is no -8 numbering in Squid
versions)
