Forwarding denied

Hello,

I have problems configuring squid.
Having 2 nets, one 172.16.0.0/16 (where the squid host is in) and one
192.16.3.0/8.
When somebody from the second net tries to use the proxy server he always
gets an "forwarding denied" error. But net 2 can be reached from net one.
What is wrong?

I would be glad for any help, because i havent an idea what could be the
mistake.
