What to do about cached partial transfers?

I've read a couple messages from people who had partial downloads
"stuck" in the cache, but I haven't seen how to fix it.

Today the same thing happened to me. I killed the transfer (via HTTP)
of a 1.6MB file after it stalled out at 38% completed. Now I can't
get the complete file.

The Squid (v2.2S5 on a RedHat 6.0 system) access.log shows this:

 TCP_MISS/200 495346 GET http://808news.com/ftp/modem565.exe - DIRECT/808news.com application/octet-stream
 TCP_HIT/200 353 GET http://808news.com/ftp/modem565.exe - NONE/- application/octet-stream
 TCP_HIT/200 353 GET http://808news.com/ftp/modem565.exe - NONE/- application/octet-stream

Is there a work-around for this problem?
