The real deal on the Linux 2.2.x filedescriptors

Hello to all,

I am running a 2.2.13 Linux kernel, and am having trouble letting squid
use more than 1024 filedescriptors. I have read the FAQ and it says to
echo 3172 >/proc/sys/fs/file-max and the like. I tried editing
/usr/include/linux/limits.h. All in all, I can never break the 1024
barrier. I would ideally like Squid to have access to 4096 FDs.

Can anyone point me in the right direction as to why it is not working?
The problem may be that I am compiling from source on a RedHat 6.1 box.
Are there any RH-proprietary concerns?
