There is:
acl http proto HTTP
alc ftp proto FTP

cache_peer_access proxyA allow ftp
cache_peer_access proxyA deny !ftp
cache_peer_access proxyB allow http
cache_peer_access proxyB deny !http
prefer_direct deny all
never_direct allow all

Something like that.
