Yup. If you're not running BGP to automatically switch your routes between
ISPs in case of failure, or balance traffic, squid can't do it
automatically... you have to run two or more squids (could be on the same
machine) with IP addresses from each of the upstreams. No automatic cutover
in case of link failure.
