no, not necessarily. Akamai, Adero, Sandpiper, and other content delivery
networks are accelerators, and they sit far from the original server/content.

my definition of the diff is that accelerators are accessed by browsers as
origin servers (they listen on port 80), while caches are accessed as proxies
(port 3128, etc.)
