PAC files work with IE 3.01 and later, but not all the features of
Netscape. Some versions of IE also read the returned proxy array
backwards..

Microsoft has even written TWO proxy selection/discovery protocols that
depend on PAC files:

* CARP for the array member selection. The client part of CARP is
implemented in a JavaScript PAC file.
* WPAD for selecting the proxy. WPAD is a mechanism for browsers to
automatically find the location of the PAC file.
