I'm not much of a Squid expert but I do know HPUX :-) For a start my
current client runs 15-20 Squids on HPUX 10.20, I've not noticed the
FINWAIT2 issue but I'll take a look when I get to the office.

Anyhow, you can tweak the FINWAIT2 timer some:

ndd -set /dev/tcp tcp_fin_wait_2_timeout 600000

This sets the FINWAIT2 timer to 10 minutes but you'll need the latest
version of these patches:

     PHNE_18972 Cumulative STREAMS Patch
     PHNE_19899 cumulative ARPA Transport patch

Part of the issue here is the normal keepalive mechanism does not
flush connections in FINWAIT2.

HP have a script to flush out current stuck connections but I don't
recommend it. It's better to attack the root of the problem.
