I asked the exact same question at one time. This is normal. You're
not moving enough cacheable information through the proxy for it to
fill up the cache directories before the content reaches the
reference_age (maximum age) and is deleted. If you really want the
cache to fill up more, change the default reference_age of 1 month in
squid.conf to something longer like 2 or 4 months.
