actually, not quite correct. a small correction ..

WCCPv1 exists in some IOS releases earlier than 11.3 also.

it exists in:
   IOS Software Release 11.1(18)CA/CC and later
   IOS Software Release 11.2(14)P and later
   any release of IOS Software Release 12.0(xx)
   IOS Software Release 12.0(1,2)T

it doesn't exist at all in IOS Software Release 12.0(3)T, 12.0(4)T. (only
WCCPv2 does)

as of IOS Software Release 12.0(5)T, it is back, but with the revised
command syntax.
you also need to have "ip wccp version 1" in the configuration.
