CARP was written as an Internet Draft, which is now expired.

It is the expected behaviour.

The definition of a sibling is that you can not fetch
cache misses from it. If you send a request to a sibling
it must be a cache hit at the sibling.

CARP doesn't predict cache hits or misses, so you can not
use CARP with siblings.
