The clients behind SERVER-2 are using local adresses (192.168.1.x) and
they cannot "see" the DVB-STATION (212.212.x.x) so they cannot address
as a proxy the squid running on DVB-STATION. They can only address squid
running on their local 192.168.1.1 that has also a valid Internet IP
address.

I think that the parent configuration should work.
