503 errors with multiple parents

I've got a squid with two parents, one in the UK and
one in the states. Unfortunately our UK parent (gatekeeper)
often gets overloaded and returns 503 errors.

It seems that the us parent is never used.
I can't see why this is the case, and even if there's
some weighting that I've got wrong - shouldn't squid
try the other parent if the main parent returns a
503 (too busy) error.
