Update for FAQ-14.html (autonicetime on BSD/OS)

Under "process priority":

The autonice behavior is a leftover from the history of BSD as a
university OS. It penalises CPU bound jobs by nicing them after using 600
CPU seconds.

Adding
        sysctl -w kern.autonicetime=0
to /etc/rc.local will disable the behavior systemwide.
