Squid Delay Pooling Help

Hello, I got squid.2.2.Stable5 with all patches, and these are my following
acl:

acl admin src 10.0.0.2-10.0.0.7/255.255.255.0
acl users src 10.0.0.8-10.0.0.20/255.255.255.0

then the following for delay pools is :

delay_pools 1
delay_class 1 2
delay_access 1 allow users
delay_parameters 1 50000/50000 -1/-1 10000/50000

and the whole network is downloading at absurd 144kb/sec...

I tryed lots of thing, Please, any help is appreciated.
