Denying url_regex

Hello,

I got /etc/squid/nopage with porn keywords for denying...

how do i only admin to have access to the porn keywords but not the users???

like

acl admin src 10.0.0.8-10.0.0.20/255.255.255.0
acl users src 10.0.0.2-10.0.0.7/255.255.255.0
acl nopage url_regex "/etc/squid/nopage"

and

http_access deny !admin nopage

and it doesnt work, users are still can view it, how do i fix this?
