It makes no difference. If your local networking environment permits
outgoing direct connections to the Internet then your users will be able
to bypass the proxy by simply not using. Ideally, you want to either
block outgoing connections to ports 80,8080 etc or, better still, use
port-forwarding to redirect outgoing requests to Squid.

This is a firewall/networking issue and not a problem with squid.
