A cache drive would most certainly recover given some time.

For the filesystem to recover the files who got fragmented due to lack
of space needs to be recreated. It does not automagically go out and
defragment files only because there now is space available. In a cache
this recreation will happen quite naturally as files are thrown away
from the cache and new files are created.
