squid and win32

I want to compile squid on Win32 with Cygnus.
I've downloaded the squid-2.4.DEVEL2-src.tar.gz file and expanded in a subfolder.
I'm not able to execute the script: it's not executable and chmod doesn't work.
Have you got some ideas? I know it could be a Cygnus problem, but I don't know what to do.
