About PARENT and prefer_direct off

Hi,
i've squid conf file so configured:

cache_peer x.x.x.x parent 8080 7 default no-query no-digest

but the tag:
prefer_direct off

does not work.
How can i configure squid.conf so that if the peer does not reply to request
of my squid (not ICP) it got in DIRECT mode to DOWNLOAD request of Client?
