Applying the failing part of the patch manually is quite easy. See the
saved cf.data.pre.rej file an manually insert the listed changes in
cf.data.pre.

I have not made a non-devel version of this patch, but a slight variant
of this (different in the configuration options) will probably be a
standard part of the next Squid release.
