Telling users to configure browser for proxy automatically?

Is there a way to configure squid (or apache) so if a user attempts to reach
a web site via port 80 from their browser and squid is configured to have a
different proxy port then a web page will be served to the browser telling
the user to configure the browser to use the proxy port?
