Does squid check his cache with always_direct lists?

Hi!

When squid has "always/never_direct" lists, does he check his cache
before forwarding requests?

I want squid to work with the local domain's URL like this.
  1) If local server's object is in his cache, return it.
  2) Otherwise forward the request to the original local server
     (NOT to the parent cache).

  3) For outside URL, forward the request to the parent if not found
     in his cache.

How can I do that?
