If you can predict what will actually be used and will actually be
cacheable, then yes, you can do it. I'm using wget to do precisely this.

Be aware that it is a tricky business, where you will have to make sure
that you will actually save bandwidth before deciding to do it. Also
remember that it would be pretty amoral to just go mirroring everything
in sight just because it's free for you.
