Traffic Shaping

I currently have a 256Kbit/sec link to the Internet, i would like to allow
users to use up to 128K for browsing and FTPing, to be sure I have at least
128K for my Internet users to have access to my web server. Can this be
done with Squid or does it require a special kernel config? thanks,
