File Descriptors

Hello,
I have recently built a squid proxy server, and i increased the file descriptors to 8192 and did the ulimit -HSn 8192 before i did the ./configure with aysnc-io and enable snmp.
in the configure diaglog it said that the maximum number of file descriptors was 8192, although when i go into cachemgr.cgi it says something like this
File descriptor usage for squid:

File descriptor usage for squid:
       Maximum number of file descriptors: 1024
Available number of file descriptors: 998
        Reserved number of file descriptors: 100
        Store Disk files open: 0

Does anyone have any idea, on what could cause that, as this system is now currently running very low on FDs.
