probably not.
You have to use --enable-carp on the configure command line.
In versions before Squid 2.3.STABLE3, the CARP function doesn't
work perfectly. It doesn't balance the load very well.
To get a correct version, you'll need 2.3.STABLE3 plus the
patch listed on this page:
