It could be an operating system bug. Even though
the socket gets closed, when we try to open it
again, the OS complains.
I assume you have just one http_port (socket) where
squid listens for connections.
Can you paste the lines immediately following the
reconfigure? Like...
2000/06/15 18:11:00| FD 10 Closing HTTP connection
