Maybe. What happens if you try to access a web page with a browser? Does
it timeout or do you get the page? If you get the page, then things are
not being redirected correctly. If it times out, is it Squid that's
giving you the message or the browser itself? If it is the browser,
packets may not be getting to to Squid. If Squid is giving you the
timeout message, Squid may not be able to get to the Internet.

As you can see, you will need to do some testing and investigating to
track down the source of the problem.
