squid.conf for cache proxy question

Hi All,

I'm newbie here.

I want running squid (version 2.3STABLE3) as cache proxy, but until now my configuration
still going direct when
client request the same URL.

I'use minimal configuration. My configuration comment http_accel and http_accel_with proxy
tag.

And I uncomment offline tag.

What's wrong with my configuration ?

What tag I must use.

And last, What is "max_open_fd" mean ?

Almost forgotten, I use Pentium 233 MMX/128MB SDRAM/10 Gig's HDD.
