Problems Caching

I looked through the various pieces of documentation off of the
web-site and that of which was included in the sources and yet was
still unable to figure out my problem. You see, I compiled and
installed Squid just dandy, and it runs without a hitch, except
for the fact that it isn't caching anything! I've used the most
liberal configs imaginable to no avail. No matter what, when I
access any web-sites through my Squid proxy, I get the TCP_MISS/200
response in the access.log file. Below is my config file. Can anyone
tell me what's wrong?

icp_access allow all
dns_testnames internic.net usc.edu cs.colorado.edu mit.edu yale.edu
cache_effective_user squid squid
