Could theoretically be done with a redirector, combined with some kind
of session database..

Redirectors are passed amongst other things the URL accessed and the
client information. The redirector helper can then look up the client
info in a session database, and redirect the user with a browser
redirect to a greetings page if there is no active session.

From the greetings page the user can then select to start a session, and
be sent to the URL they originally requested.
