There is conspicuously no squid.pid file and under the cache.log file a
warning:
/var/run/squid.pid (13) Permission denied
WARNING: Could not write pid file

Hmmm I guess this could have something to do with it!! :)

The administrator is away and somebody gave me permission to the log files.
Ever since then it has been playing up! That is why I thought it might have
something to do with directory ownership...

I'll see if I can manually make a squid.pid file for now...
