request_body_max_size

Is there any good reason for not having request_body_max_size unlimited?
About the only one I can think of is to prevent clients sending
accidentally sending unlimited amounts of garbage in POST requests.

The default limit of 1MB is causing problems for some users here attempting
to submit papers to journals via HTTP, so I'm inclined either to unrestrict
it or else to set it to some very large value.
