cannot bind socket error!

Hi all,
         I have some problem configure a new squid server. I tried to set
it up as accelerated web for my webserver. Here is some of my config:

http_port 80
httpd_accel_host virtual
httpd_accel_port 8000
httpd_accel_with_proxy off
acl accelPort port 8000
http_access allow accelPort

What I did was change my apache webserver port to 8000 along with its
virtual hosts and restart it. Then start squid with squid -z and
squid. and I got this error:

2000/08/02 16:44:13| commBind: Cannot bind socket FD 9 to
*:80: (13) Permission
denied
FATAL: Cannot open HTTP Port
Squid Cache (Version 2.3.STABLE4): Terminated abnormally.
CPU Usage: 0.130 seconds = 0.070 user + 0.060 sys

Then I thought it must run as root so I su root and run squid but it won't
run. Then I tried squid -NCd1 it gave me this:

FATAL: cannot create /home2/squid/logs/access.log:
        (13) Permission denied.
        The directory access.log is to reside in needs to be
        writeable by the user nobody, the cache_effective_user
        set in squid.conf.

How can I fix this problem? Please help, I'm running Squid 2.3 stable4 on
Solaris 7 x86.
