RE: Users authentication program.

The source for various authentication modules (including NCSA style
authentication) is included in the squid tarballs. If you downloaded a
binary from somewhere and it wasn't included, download the matching
source tarball and enable the NCSA auth module when you run configure.
Then rather than running make install just copy the ncsa_auth binary to
your squid bin directory.
