[SQU] parent/sibling problem with netscape users?

hello,

Let's say I have a customer A with his netscape or so, who uses squid of
mine.
I want that they can use our proxy to get hits, but no misses. Is there
possibilities to configure squid working like this? Customer doesn't
want to build own cache-machine.
