The Compaq web caches I'm aware of run ICS from Novell.

So why doesn't Compaq support their box? If you bought the box with the
software on it, shouldn't it be their job to support it?

That being said, underscores are against RFC's and so aren't allowed by
default. It is a configuration option when compiling Squid in later
versions. I don't know if it is an option in that old version of
Squid. You should probably fetch a new version and compile from
scratch. 1.1.21 is very very old, and no longer supported at all by the
Squid developers. And I think you'll be hard pressed to find anyone on
the list still running it to help either.
