[SQU] WCCP with IOS 12.1

Hi

Racking my brain trying to get WCCP going with a router that's running IOS
12.1(5) on a 3640..

Squid Cache: Version 2.3.STABLE3 on linux 2.2.17.

This setup worked fine on 12.0(7)T, and broke around the time of the IOS
upgrade, so I'm guessing the IOS has at least something to do with it.

Here's what I see with debug ip wccp events & debug ip wccp packets

And around and around it goes, never actually picking up the cache.

The "w/bad rcvd_id 00000000" is what's got my eye..
