[SQU] Can not change file descriptors

Hallo!

I am using SuSE Linux 7.0 (Kernel 2.2.17 + Jreiser 3.5.27 + RAID).
The OPEN_MAX value in /usr/include/linux/limits.h I allready changed
to e.g. 4096. After recompiling the kernel /proc/sys/fs/file-max is
4096 => OK
Squid configure of both 2.2stable5 and 2.3stable4 are showing available
file descriptors to open 4096. OK.
After compiling and starting Squid in chache.log he is only using 1024
file descriptor. He should use more!

Does anybody know how to fix this problem?
